NOTICE OF COMBINED PUBLIC MEETING AND EXECUTIVE SESSION

Pursuant to A.R.S. §38-431.02, notice is hereby given to the members of the Conservation Acquisition Commission and to the general public that the Conservation Acquisition Commission will hold a meeting open to the public on November 18, 2004 at 3 p.m., at the Manning House. As indicated in the agenda, pursuant to A.R.S. §38-431.03(A)(7), the Conservation Acquisition Commission may vote to go into executive session, which will not be open to the public, to discuss certain matters.


1. Roll Call

2. Executive Session (15 minutes)
Pursuant to A.R.S. §38-431.03(A)(7), Commission may meet in executive session to discuss negotiations for the purchase of real property.

It is estimated that the executive session will be completed by 3:15 p.m., at which time the meeting will be opened to the public.

Unfinished Business

3. Goals and criteria for evaluating candidate acquisitions, discussion and possible action by the Commission (20 minutes)
Results of analysis requested by Commission:
· Private Habitat Protection Priority parcels within all 3 analysis areas (Large landscapes, Important Riparian Area, Critical Landscape Connections)
· Private Habitat Protection Priority parcels within 2 analysis areas (Large landscapes, Important Riparian Area, Critical Landscape Connections)

4. Conservation Easements (10 minutes)
Vice-Chair Johnson requested a discussion of a possible recommendation to Board of Supervisors, regarding assessed values for properties encumbered with conservation easements. Rick Lyons, Pima County Assessor, may attend and provide the Commission with information regarding this issue.

6. Update on 1997/2004 Conservation Bond Program Expenditures to Date (Nicole Fyffe - 5 minutes)

7. Bee/Mordka Properties (10 minutes)
2004 Conservation Bond Category: Habitat Protection Priorities – High Priority Private, Avra Valley project area. Option to purchase expires January 2005. On September 16, the Commission directed the County to continue due diligence for these properties. Due diligence is now complete. The Commission is asked to make a recommendation to the Board of Supervisors on whether to acquire this property. Background materials will be provided to the Commission at least 5 calendar days before the meeting. Staff recommends the acquisition of this property.

8. Doucette Property (10 minutes)
2004 Conservation Bond Category: Jurisdictional Open Space – City or Tucson – Agua Caliente. The Agua Caliente Wash passes through this parcel west of Houghton Rd. Suzanne Shields, Director of the Flood Control District, presented this parcel to the Commission on July 14th. The Commission is asked to make a recommendation to the Board of Supervisors on whether to acquire this property with 2004 bond funds. Background materials will be provided to the Commission at least 5 calendar days before the meeting. Staff recommends acquisition of this property.

9. Bar V Ranch/Davidson Canyon (10 minutes)
2004 Conservation Bond Category: Habitat Protection Priorities – High Priority Private, Southeast Corridor project area. The County Administrator provided an update on this proposed acquisition at the October 14 Commission meeting. An acquisition agreement has been sent to the owner for approval. Pending approval by the owner, the Commission is asked to make a recommendation to the Board of Supervisors on whether to acquire this property with 2004 bond funds. Background materials will be provided to the Commission at least 5 calendar days before the meeting. Staff recommends acquisition of this property.


10. Applications for the Sale of Open Space (60 minutes)
· Habitat Protection Priorities (possible action)
· Community Open Space Parcels (possible action)
· Jurisdictional Open Space (possible action)
· Properties not included 2004 Bond Ordinance (Initial discussion)
Commissioners will receive materials and a staff recommendation for each of the properties. The Commission will be asked whether to recommend staff begin due diligence for any of these properties.
