NOTICE OF COMBINED PUBLIC MEETING AND EXECUTIVE
SESSION
Pursuant to A.R.S. §38-431.02, notice
is hereby given to the members of the Conservation
Acquisition Commission and to the general public
that the Conservation Acquisition Commission
will hold a meeting open to the public on November
18, 2004 at 3 p.m., at the Manning House. As
indicated in the agenda, pursuant to A.R.S. §38-431.03(A)(7),
the Conservation Acquisition Commission may
vote to go into executive session, which will
not be open to the public, to discuss certain
matters.

2. Executive Session – Closed to the
Public (15 minutes)
Pursuant to A.R.S. §38-431.03(A)(7), Commission
may meet in executive session to discuss negotiations
for the purchase of real property.
It is estimated that the executive session
will be completed by 3:15 p.m., at which time
the meeting will be opened to the public.
Unfinished Business
3. Conservation Easements – and Tax
deductions (10 minutes)
Report on previous effort at State Legislature
in 2002 – HB2106.
4. Conservation Opportunities in Connection
Analysis Areas (20 minutes)
Report from staff requested by the Commission
at the November 18 meeting.
5. Applications for the Sale of Open Space – Properties
NOT included in Question 1 of the 2004 Bond
Ordinance – Final Action (5 minutes)
Per Commission policy, after initial
discussion the Commission must wait 30 days
or until the next meeting, whichever occurs
first, to make a final decision on non-bond
properties. The following six properties were
discussed initially at the November 18 meeting,
with a staff recommendation not to acquire
the properties:

Morgan/Cohen (SE Corridor)
·
Old Amado Mine (Arivaca Area)
·
Holsclaw (Ironwood Forest National Monument)
·
Bloom (Saguaro National Park West)
·
Moss (SE Corridor)
·
UA Foundation (Agua Caliente Wash adjacent
to Forest Boundary)
At the November 18 meeting, the Commission
voted unanimously to take no action on these
non-bond properties, with final action to take
place at the January 11, 2005 meeting. The
Commission can now make a final decision on
these properties. If the Commission concurs
with the staff recommendation for these six
properties, a motion could read: The Commission
recommends that no further action be taken
with regard to these properties.
6. Bar V Ranch/Davidson Canyon (15 minutes)
2004 Conservation Bond Category: Habitat
Protection Priorities – High Priority
Private, Southeast Corridor project area.
At the November 18 meeting, the Commission
directed the County to move forward with
the acquisition agreement for Bar V Ranch
and report back to the Commission in January.
An acquisition agreement has been sent to
the owner for approval. Pending approval
by the owner, the Commission is asked to
make a recommendation to the Board of Supervisors
on whether to acquire this property with
2004 bond funds. Background materials will
be provided to the Commission at least 5
calendar days before the meeting. Staff recommends
acquisition of this property.

Discussion on possible recommendation
to the Board of Supervisors concerning State
Trust Land reform.
10. King98 (15 minutes)
2004 Conservation Bond Category: Habitat
Protection Priorities – High Priority
Private, Altar Valley project area. The County
has been working on the acquisition of this
property since before the May 18 Bond Election,
and therefore the majority of due diligence
has been completed. The Commission is asked
to make a recommendation to the Board of
Supervisors on whether to acquire this property
with 2004 bond funds. Background materials
will be provided to the Commission at least
5 calendar days before the meeting. Staff
recommends acquisition of this property.
11. Whitaker Parcel and Connection to Tucson
Mountain Park – Camino de Oeste Project
Area (10 Minutes)
At the November 18 meeting, the Commission
recommended beginning due diligence for Whitaker
Parcel if connection to Tucson Mountain Park
could be made. Owners of several parcels needed
to link Whitaker parcel to Tucson Mountain
Park have expressed their willingness to sell
to Pima County. Staff will report on these
parcels. Staff needs direction from the Commission
on whether to begin due diligence for these
linkage parcels.
